Commercial Projects
Naamans Lot #4 – Phase I
Location: Southern Delaware County
Owner: Redgo Development
Contract Amount: $700,000
Spring 2006 to Present
Project Description
Preparation of flex building pad. Scope of work includes erosion control, earthwork, sanitary sewer, infiltration bed, storm sewer, waterline, curbing and stone subbase. Project complexity includes finishing flex building for tenant occupancy while maintaining future access to construct office building. Phase II to begin immediately following completion of Phase I. Phase II consists of constructing an office building in a wetlands area and construction of a temporary access road to keep unobstructed access to an occupied and functional flex building.
Citadel Credit Unions
Locations: Downingtown and Eagle, PA. Northern Chester County
General Contractor: Pancoast & Clifford
Contract Amounts: $35,000 and $315,000
2004 to 2005
Project Description
Downingtown location required completion of a pad-ready-site. This work included installation of watermain, footer excavation, hauling-off of excess spoils and miscellaneous utility tie-ins.
Eagle location was total sitework including erosion control, earthwork, sanitary sewer (with off-site extension), infiltration beds, storm sewer, waterline, curb, paving and linestriping.
These projects presented many technical difficulties. Both sites were to be constructed simultaneously, while maintaining controlled scheduling. The Eagle location was a “postage stamp” site positioned at a very congested intersection. Material deliveries, traffic control, and safety were constant concerns throughout the project, but all were completed with no incidents.
Brian Hoskins Ford
Location: Northern Chester County
General Contractor: M.W. Thompson Builders
Contract Amount: $700,000
2004 to 2005
Project Description
Parking lot expansion for an existing automobile dealership. Scope of work included erosion control, earthwork, infiltration bed, storm sewer, curb, paving, and line striping. Extreme care was required to reconstruct an existing swale and install a pre-cast box culvert, all while maintaining proper requirements by the Township and the Chester County Conservation District.
St. Norberts Church and School
Location: Northeast Chester County
General Contractor: Pancoast & Clifford
Contract Amount: $290,000
2004 to 2005
Project Description
Building and Parking lot expansions for an existing church and school. Scope of work consisted of erosion control, earthwork, sanitary sewer, infiltration beds, storm sewer, waterline, curbing, paving and linestriping. Project was complicated by keeping facilities open, and operational, during construction. While the Chapel addition was being installed, the school was in session, and while the school addition was being constructed the Chapel was open. 13,000 cubic yards of fill dirt needed to be hauled in to bring the Chapel’s parking lot to grade. This project also required a boulder wall to be built around an existing tree and hold back the additional parking lot fill.
Pennbrooke VII & VIII
Location: Lansdale, PA
General Contractor: Penntex
Contract Amount: $600,000
2004
Project Description
Complete site improvements for proposed three story office building including, earthwork, sanitary sewer, storm sewer and water main construction; concrete curbing, stone subbase and paving. Project started mid summer with completion by Thanksgiving of the same year.

Residential Projects
Watermill
Location: Media, PA
Owner:
Contract Amount: $898,000
2003 to 2006
Project Description
A 19 lot residential single home subdivision located along Providence Road. Project sits just above a reservoir which required P.J. Reilly to constantly be monitoring erosion and sedimentation controls. Additional scopes of work included clearing, temporary sediment traps and detention basins, earthwork, sanitary sewer, storm sewer, watermain, rolled concrete curb, stone subbase, asphalt paving and PennDOT road improvements. Besides the typical erosion control difficulties, there were additional challenges with the phasing of work allowing only a few houses to be built at a one time. Additionally, traps and basins had to be continuously converted, closed or built. Numerous mobilizations were required to produce this two cul-de-sac custom home development. P.J. Reilly finished contract work in 2006 with the widening and overlay of Providence Road. This project receive the 2003 erosion and sedimentation control award for Best Management Practices from the Delaware County Conservation District.
Blossom Meadows
Location: East Coventry Township, Northern Chester County
Owner: All County Partnership
Contract Amount: $820,000
2004 to 2006
Project Description
Preparation for a 33 lot single home residential subdivision. Scope of work included erosion and sedimentation controls, 2 large detention basins, HDPE storm sewer, stone subbase, paving and pre-cast culvert. Due to the seasonal start of the project (late fall), the project was broken into two phases. This required constant contact with the Chester County Conservation District so the project, although not built to plan, remained in compliance. Phase II consisted of installing a 30 foot span pre-cast culvert into an existing stream bed. Extreme care was required as not to disturb the stream bed and keep construction activities in the wide flood plain to a minimum. This project also required nearly one mile of township road widening and a township road re-alignment.
Fox Meadows
Location: West Pikeland Township, Chester County
Owner: D’Agostino Builders
Contract Amount: $443,000
2006
Project Description
This project consisted of erosion and sedimentation control, detention basin, earthwork, storm sewer, infiltration beds, standard and rolled concrete curb, stone subbase and paving for an eleven lot residential single home subdivision. A primary gas line ran through the middle of site making activities, coordination, and safety extra difficult. Project was completed without incident, operations ran smoothly and delivered on schedule.
The Martin Property
Location: Media, PA
Owner: Arcus Builders
Contract Amount: $411,000
2005
Construction of an 11 lot subdivision in a narrow plot of existing homes. Scope of work included erosion and sedimentation control, clearing, demolition, detention basin, earthwork, sanitary (on-site and offsite), storm sewer, infiltration basin, watermain, belgium block curb, stone subbase, and paving. This project presented an upfront difficult task. The detention basin was built far from the remaining project, in the woods, narrow access (to conserve trees), wet conditions and the berm was constructed from gabion baskets. However, the quality field leadership pushed this project to completion without delay.
Overlook at Palmer’s Mill
Location: Media, PA
Owner: D’Agostino Builders
Contract Amount: $454,000
2004
Multi-family units on 25 lots overlooking the reservoir made this project a focus for the Delaware County Conservation District. Just down the street from our 2003 BMP awarded job (Water Mill) from DCCD, this project required the same proactive approach to the erosion and sedimentation control activities. Overlook also required clearing, detention basin, earthwork (importing of fill, road/ROW/lots), retaining wall, sanitary sewer, storm sewer, watermain, concrete rolled curb, stone subbase, and paving. On-site soils were conducive to constant erosion and constant maintenance was required, no incidents were reported and the reservoir was preserved. Off-site sanitary was technically the most difficult portion of the project, requiring the laying of 8” PVC through an active stream bed.
